Borno, Adamawa Burn Again: Gunmen kill 52, set 300 houses ablaze

* Attackers bomb church, kill many in Adamawa
*I counted 49 dead bodies in Borno attack— Survivor
*40 people died — Police Commissioner

MAIDUGURI—BORNO, the epicentre of the Boko Haram murderous attacks literally burnt on Sunday as gunmen numbering over 50  invaded Kawuri District of Konduga Local Government Area of the state and set ablaze over 300 houses and shops after killing 52 people including a soldier, and wounding several others including policemen and civilians.

In neighbouring Adamawa State, several people, including two policemen were also feared killed as gunmen suspected to be Boko Haram members attacked a church in Chakawa village of Madagali Local Government Area.

Some residents of the affected village who fled the area told newsmen that they were attacked during the Sunday service in the morning.

However, the Borno State Commissioner of Police, Mr. Lawal Tanko, who confirmed the deadly attack in Kawuri town to journalists in Maiduguri, said  40 people were killed while 25 others sustained gunshot wounds and burn injuries.

The Borno attack, which was carried out at about 5pm on a market day led to many traders and residents sustaining injuries. Some of the injured are now receiving treatment at Konduga General Hospital and the University of Maiduguri Teaching Hospital.

Kawuri District is one of the towns in Konduga, which is along Maiduguri-Bama Expressway, about 60 kilometres from Maiduguri, the state capital.

This is the second time the town is being attacked. The first was in October last year when some Boko Haram suspects clashed with vigilante youths popularly known as civilian JTF, which led to the killing of 10 people including three youths, while 18 were injured and over 48 shops and 200 houses were burnt in the attack.

Governor Kashim Shettima who was billed to visit the ghost town yesterday morning had to suspend the trip following intelligence reports that the place was not safe.  The terrorists who attacked the town had planted Improvised Explosive Devices (IEDs), targeting rescue workers and security operatives deployed to maintain law and order in the area.

Vanguard gathered that the fresh attack on Kawuri town took place at about 5pm on Sunday when gunmen suspected to be terrorists armed with AK47 rifles, IEDs and petrol bombs entered the community and wreaked havoc before fleeing into the Sambisa forest.

I counted 47 dead bodies –Survivor

A survivor, Mallam Mustapha Modu said he counted about 47 dead bodies yesterday morning while several others sustained gunshots and various degrees of burns.

It would be recalled that in the last one week, 37 communities of Kwaljiri, Kaya, Ngawo Fate, Limanti, Njaba, Yahuri, Mude, Wala and Alau among others in Damboa, Konduga and Gwoza council areas have been sacked by terrorists. The displaced residents have taken refuge in some neighbouring villages of Cameroun Republic and other towns including Maiduguri metropolis.

The Police Commissioner of Borno State, Mr. Lawal Tanko confirmed the incident to Vanguard. He said:  “I received an intelligence information that Kawuri town was attacked by Boko Haram sect members suspected to be on  revenge mission on market day (Sunday), where many civilians were killed while several others were left with serious burn wounds before they set the whole place on fire. We have deployed our men to the area and very soon I will feed you with details”.

On the number of casualties on the side of his officers and men, Tanko said, some of his men were wounded in the attack but he did not lose any of them.

How they attacked us – survivors
Some survivors told newsmen in Maiduguri, yesterday, that the attack coincided with the weekly market of the town.

“The gunmen arrived the town using Sports Utility Vehicles, SUVs, and pretended to be villagers coming to the market. “Unknown to the people the gunmen had planted IEDs at strategic areas in the town before carrying out attacks on residents,” Malam Isa Ibrahim, a survivor, said.

He said that the gunmen also set several houses and shops ablaze before fleeing. Malam Fantara Madugu, another survivor, said he counted about 15 bodies at the end of the attack. We counted about 15 bodies of victims at the end of the attack. ‘We also assisted in conveying about 20 injured persons to the hospital,” he said.

Several worshippers killed in Adamawa church attack

Meanwhile, in Adamawa State, where Christians were attacked on Sunday, some of the worshippers who escaped being killed said: “They used explosives during the attack on worshippers and many people lost their lives”.
A  resident who identified himself as Apogu said: “I cannot actually say how many people were killed but I learnt that about 16 people were evacuated from the church.” Another resident claimed that some houses were also attacked by the gunmen who took some men hostage, while two policemen- an inspector and a sergeant who were on guard in the church were killed.

“I saw some people crying, saying that their relations had been taken away as hostages by the gunmen”, the resident who preferred anonymity said.

Attempts to get military and police authorities in the area to comment on the incident did not yield result.
A soldier in the area who spoke on condition of anonymity told Vanguard that nine people lost their lives during the attack.

He said the Army had sealed up the area and were hunting for the fleeing attackers.
Military authorities in Adamawa State have promised to speak on the issue later, even as the chairman of Madagali Local Government, Maina Ularamu confirmed the attack, but declined to comment on the casualty rate.

Meanwhile, Tanko said, with determination to end the violence perpetrated by terrorists in the region, particularly in Bama, Gwoza, Damboa council areas where over 30 communities were sacked and displaced in the last one week, the state command under the recommendation of the Police Service Commission, has decorated/promoted the Area Commander of Bama, Mr. David Dangiwa from the rank of Chief Superintendent of Police to Assistant Commissioner of Police, while Officer in-Charge of Operations, Mr. Aminu Koji was promoted from Assistant Commissioner to Deputy Commissioner of Police with immediate effect.

Disturbed by the tragedy,  Alhaji Bukar Aji, the Head of the Civil Service of the Federation (HOCSF), said the fight against terrorism and crimes was a collective responsibility that should not be left for the Presidency alone.

Outrage in Lebanon after man microwaves cat

Lebanese online demand tougher animal protection laws after video goes viral.

A video that appears to show a Lebanese man microwaving his cat has gone viral, angering many online and shedding light on Lebanese law, which provides little protection for animals abused by their owners. 
 
In the one-minute video (warning: graphic), the man, reportedly identified as Hassan Hammoud, can be seen turning on the microwave with the cat inside. After a few seconds, he takes the panicking cat out, before putting it back in. Despite the cat clawing at the door attempting to escape, Hammoud manages to close the door. He then turns the microwave on for another eight seconds, during which the cat yowls in pain before being released. 
 
Many have responded by calling for Hassan and the person behind the camera, identified as Mohammad Jallad, to be prosecuted. However, according to animal rights organisation Animals Lebanon, there is little that can be done.

FAAN, airline operators disagree over payment of charges

The Federal Airports Authority of Nigeria and domestic airline operators have taken opposing positions on the payment of charges to aviation agencies.
The Airlines Operators of Nigeria had announced on Sunday that it had directed its members to stop the remittance of sundry charges to FAAN, the Nigerian Civil Aviation Authority and the Nigerian Airspace Management Agency by November 1, following the non-resolution of the crisis in the aviation industry and the high cost of the charges.
However, FAAN said on Wednesday that all the airlines had been fulfilling their obligations to the aviation agencies.
The Coordinating General Manager, Communications, Aviation Parastatals, Mr. Yakubu Dati, said this in a telephone conversation with our correspondent.
He said all the airlines in the country were remitting the charges accurately to the various aviation agencies.
In an emailed statement he later sent to our correspondent, Dati said the charges collected from the airlines were being used for developmental projects aimed at improving the aviation sector.
He said, “Our attention has been drawn to a fictitious and misleading news release authored by the supposed spokesperson of the Airlines Operators of Nigeria, Mr. Mohammed Tukur, alleging that airlines under the aegis of the association would stop paying their charges to all aviation agencies with effect from November 1, 2013, pending the review of such charges.
“According to Tukur, the airline operators will stop remitting such charges to the affected agencies as a result of obsolete infrastructure at Nigerian airports, epileptic navigation aids, lack of accountability in the utilisation of aviation taxes, among other clearly malicious, ill-motivated and unfounded allegations.
“To the best of our knowledge, all operational airlines in the country continue to maintain a cordial business relationship with all the aviation agencies providing them services because they know that the present administration has shown undeniable commitment to the development of the country’s aviation industry.”
Dati alleged that Tukur was not in a position to speak for all the airlines, adding, “The said release was only a figment of the imagination of Mr. Tukur, who currently does not work for any airline and, therefore, cannot rightly speak for Nigerian airlines.”
Tukur, however, said in a telephone interview with our correspondent that the airlines had complied with the AON directive on the stoppage of remittances to the agencies.
He said the action would continue until the Federal Government “cleared the mess in the aviation sector,” adding that remittances from the sale of tickets to the NCAA had also been stopped.


Tukur had in a statement on Sunday announced that the airlines would no longer remit charges to the aviation agencies until the sector was rid of corruption.
He also queried the imposition of “astronomical charges” by the various aviation agencies on the operators.
He added that despite this, there was a lot of corruption in the sector, citing the latest armoured car scandal involving the Minister of Aviation, Ms. Stella Oduah, as a notable example.
Meanwhile, NAMA has said the Nigerian airspace has continued to enjoy increased patronage from foreign airlines in the last few months following improved air navigation services.
A statement from NAMA on Wednesday said a total of 15,078 over-flights or foreign flights operated by 364 airlines were recorded in the first six months of the year.

Cloud computing to dominate IT spending – Gartner

The use of cloud computing is growing and by 2016, this growth will form the bulk of new Information Technology spending, according to Gartner’s latest report on the global IT market.
 2016 will be a defining year for cloud as private cloud begins to give way to hybrid cloud, and nearly half of large enterprises will have hybrid cloud deployments by the end of 2017, the firm said.
Gartner describes cloud computing as a style of computing in which scalable and elastic IT-enabled capabilities are delivered “as a service,” using Internet technologies.
It heralds an evolution of business in positive and negative ways. It has also become a hot industry term that has been used in many contradictory ways.
The Research Vice-President at Gartner, Mr. Chris Howard, was quoted as saying, “Overall, there are very real trends toward cloud platforms, and also toward massively scalable processing.
“Virtualisation, service orientation and the Internet have converged to sponsor a phenomenon that enables individuals and businesses to choose how they’ll acquire or deliver IT services, with reduced emphasis on the constraints of traditional software and hardware licensing models.
“Services delivered through the cloud will foster an economy based on delivery and consumption of everything from storage, computation, video to finance deduction management.”
According to him, there is a flawed perception of cloud computing as one large phenomenon; as cloud computing is actually a spectrum of things complementing one another and building on a foundation of sharing.
He said inherent dualities in the cloud computing phenomenon were spawning divergent strategies for cloud computing success, adding that the public cloud, hybrid clouds and private clouds now dot the landscape of IT-based solutions.
“Because of that, the basic issues have moved from ‘what is cloud’ to ‘how will cloud projects evolve,’” he added.
Howard said a private cloud would get a lot of attention and had become the most popular form of cloud across various sectors.
However, the private cloud is not appropriate for all services and, while the majority of midsize and large enterprises will deploy private cloud services over the next few years, it will only be used for specific services.
“In India, cloud services revenue is projected to have a five-year projected compound annual growth rate of 33.2 per cent from 2012 through 2017 across all segments of the cloud computing market.
“Segments such as software as a service and infrastructure as a service have even higher projected CAGR growth rates of 34.4 per cent and 39.8 per cent,” Research Director at Gartner, Mr. Ed Anderson, was quoted as saying.
He said, “Cloud computing continues to grow at rates much higher than IT spending generally. Growth in cloud services is being driven by new IT computing scenarios being deployed using cloud models, as well as the migration of traditional IT services to cloud service alternatives.”
As enterprises build their cloud computing strategy, the programme should be broken down into two primary IT centric work streams, two supporting IT work streams and a strategic business work stream, the report indicated, adding that the two primary work streams are the enterprise as a consumer of cloud services, and the enterprise as a provider of cloud services.
The report said, “When the enterprise is a consumer, the focus is on the IT-related capabilities delivered as a service. The main goal is determining if, when, where, how and why cloud services should be used. The hardware and software used to implement the service are handled by the service provider and are not a concern of the consumer.
“When the enterprise is a provider (building a private cloud for instance), the focus shifts. Now the hardware, software and processes used to implement a cloud service are a primary focus. Service consumption only enters the equation to the extent a cloud service is used as part of the supply chain to develop and deliver the cloud service.”
The supporting enterprise work streams, according to the report, include securing, managing and governing cloud services, and building solutions based on cloud services.
It also stressed the need for software, appliances or services to be in place to facilitate the consumption and use of cloud service, adding that cloud solutions may use any combination of cloud infrastructure, platform, software, information or business process services.
The report stated, “A final work stream focuses on the business. Besides being a consumer of cloud services or a provider of cloud services to an internal audience, there are opportunities to use the cloud delivery model to provide services to customers and business partners.
“This represents an evolution of the enterprise’s market-facing website and Business-to-Business initiatives. IT should partner with the business to explore where the service delivery model, agility and elasticity attributes of the cloud style of computing support business optimisation and innovation.
